Certification Process
A minority or women owned business as defined under the Ordinance must complete and submit a notarized certification application which identifies the owners of the company, their ethnic backgrounds, ownership interests, financial status and the individual(s) who manage the daily operations of the company. The application can be obtained either in person, via the City of Syracuse website, email or postal service. Once the application is received with the required documentation it is reviewed and the information is verified. The company will be contacted to submit any missing information or clarify discrepancies in information provided. Upon satisfactory completion of the application review process an onsite meeting is scheduled and conducted to further review the application and verify business operations and staffing in Onondaga County. If during the application review and/or on-site interview process it is determined that barriers exist to the minority or woman owner's right to exercise daily managerial control, the firm will not be certified until the barriers are removed, and sufficient documentation is submitted for verification.
