  •   The Citizen Review Board (CRB) was established to ensure an open citizen-controlled process for reviewing grievances involving members of the Syracuse Police Department.
      The CRB works to provide:
      Public accountability over the powers exercised by members of the Syracuse Police Department
      Preservation of the integrity of the Syracuse Police Department
      A forum for citizen complaints regarding members of the Syracuse Police Department to be heard and reviewed fairly and impartially
    On December 29, 2011 the Syracuse Common Council passed A LOCAL LAW OF THE CITY OF SYRACUSE AMENDING LOCAL LAW 11 OF 1993 WHICH ESTABLISHED A CITIZEN REVIEW BOARD. Click here to read the Legislation.

    Meet the AdministratorDavid Chaplin II

    David L. Chaplin II, Esq is the newly appointed Administrator of the Citizen Review Board (CRB) and resident of the City of Syracuse since 2009. David previously worked with the Office of Corporation Counsel for two and a half years where he primarily worked as the Labor and Employment law division attorney.

    Prior to passing the NY State Bar exam David earned a joint-triple graduate degree with Maxwell, S.I Newhouse, and the School of Law along with two Advanced Degree Certificates in National Security and Counter-terrorism and in Conflict Communication studies.

    As a graduate student David interned with the Pentagon (U.S. Dept. of Defense Office of General Counsel for International Affairs); U.S. Dept. of Justice (Access to Justice Initiative); in Switzerland with the United Nations (High Commissioner for Human Rights); and Federal Public Defenders Office here in Syracuse.

    A few of David’s extracurricular activities include sitting on the Tiny Homes for Good Board - building tiny homes for the homeless; Volunteer Lawyers Project; and Advisory Council for Make-a-Wish Foundation.
