negotiate fair and reasonable successor labor agreements with our nine
(9) bargaining units without overburdening City taxpayers;
formulate, disseminate and carryout policies and procedures consistent
with various labor agreements and in accordance with applicable
federal, state and local statutes;
preserve management rights;
promote harmonious labor-management relations to enhance employee morale, motivation and productivity;
investigate employee and union complaints and resolve conflicts to avoid costly legal disputes or arbitration hearings;
coordinate employee benefit programs available to active and former employees as well as their eligible family members; and
create a safe work environment that utilizes the full potential of all members of our diverse workforce.
