    Handicapped Parking Permit Application 

    The City of Syracuse Department of Public Works issues handicapped parking permits (rear-view mirror hang-tags) to severely disabled city residents. A handicapped permit application must be filled out completely and signed by the applicant's physician. You may obtain this application on-line by clicking here or call us at 448-CITY (2489). The application may be submitted to either: DPW, 1200 Canal Street Extension or at City Hall Commons, 201 E. Washington St., Room 102

    Metered Parking Waiver for Persons With Severe Disabilities

    Click here to obtain the application on-line at the New York State DMV website or call us at 448-CITY (2489). The application must be submitted to either: DPW, 1200 Canal Street Extension or at City Hall Commons, 201 E. Washington St., Room 102, not to the DMV.

    Street Closing Application & Permits

    A Street Closing Application must be completed in order to close any City street for a public or neighborhood event. An application can be received from the DPW by calling (315) 448-4714 or 448-4715.

    Instructions for completion are noted in the application. Once the application is processed and sent back to the DPW, a copy will be sent to the applicant to keep on hand. Barricades are supplied by the DPW and must be manned by the applicant during the event in case an emergency vehicle needs access to the street.

    Applications must be submitted within a minimum of five (5) working days notice.

    Liability Waiver

    A Liability Waiver is required if a contractor is working in or has equipment in, any part of the City Right-of-Way (i.e.; sidewalk, road, etc.) An application can be received from the DPW by calling (315) 448-4714 or 448-4715.

    A Certificate of Insurance naming the City of Syracuse as additionally insured and a Maintenance and Protection of Traffic plan (detour) must be submitted with all applications. All contractors are required to follow the New York State Manual of Uniform Traffic Standards in their Maintenance and Protection of Traffic Plan.

    This application takes approximately five (5) working days for approval and completion.

    Sidewalk Café Application

    A Sidewalk Café Permit is required for any business that wishes to place tables and chairs in their storefront for the purpose of selling or displaying their goods (Restaurant or Retail business). For Restaurants, these permits are only good from Mid-April to Mid-October. An application can be received from the DPW by calling (315) 448-4714 or 448-4715.

    A Certificate of Insurance naming the City of Syracuse as additionally insured and a Maintenance and Protection of Traffic Plan (MPT) must be submitted with all applications. The MPT is a detailed sketch that must show store frontage, amount and size of tables and chairs, footage from front of building to the curb, and amount of footage left available of unobstructed pedestrian travel way.

    This application takes approximately five (5) working days for approval and completion.

    "Peddler's License"

    A Peddler's License Application is given to a vendor that desires to sell merchandise on a City sidewalk. An application can be received from the Licensing Department by calling (315) 448-8474.

    No peddler may set up in the downtown area, or any business district, University area, or any high-traffic intersections.

    This application takes five (5) business days to process.

    Non-Commercial Loading Zone Permit

    The purpose of this permit is to allow businesspersons with non-commercial License Plates to utilize designated Loading Zones within the City of Syracuse.
